Terms of Reference for Child Sight Network
Child Sight Network (CSN) brings together a variety of organisations into a cooperative network; all share concern for childhood blindness and intends to alleviate the situation. Members met in the CSN Conference on 18 August 2005 and agreed to work together. During last 12 months CSF acted on those recommendations and now we are here with a defined program.
GOAL OF CSN:
To provide medical care and referral services, to establish a right-based society and an enabling environment in Bangladesh through expertise and information to prevent childhood blindness.

- To develop organizational and program capabilities
- To advocate at policy level at national level and work as pressure group

COLLABORATION of ICEH
CSF developed the Network in 2003 and has been maintaining it informally. It was earlier facilitated under Childhood Blindness Project, Bangladesh (CBPB). International Center for Eye Health, London (ICEH) has consented to support the formalization of the Network as part of Bangladesh Childhood Blindness Campaign (BCBC). ICEH is the main development partner of CSN. It will provide program designing, technical, implementation and monitoring and goodwill support to CSN. Through BCBC project, ICEH will provide some financial support for maintaining the network.
MEMBERSHIP CRITERIA
Members may have involvement in Programs, Advocating or Researching.
- Organizations at present working on blindness and disability in general and specifically on childhood blindness
- Voluntary Organizations working with disability issues
- Voluntary Organizations with intend to work with disability issues
- Research and academic organizations
Any such organization may join the network, however it must be seconded (supported by an existing member). The Working Group will have to review and approve all applications. All group members are responsible for raising the profile of the Network and recruiting new members.
STRUCTURE AND FUNCTIONS
Ownership/ Role of CSF
The network will be managed under Bangladesh Childhood Blindness Campaign (BCBC) project, which is being approved by NGO Affairs Bureau. As the project is awarded to CSF, CSF shall be the sponsor and facilitator of the network.
Members’ Contribution Fees
The enrolment Fee is Taka 500 and annual membership fee is Taka 500.
Working Group
1 from ICEH (permanent member), 2 from CSF (permanent member), 8 from CSN members; the CSN members shall elect or select these five members for 1-year period. The working group will select leaders of CSN in consultation of ICEH. In extra-ordinary situation, ICEH will nominate an interim person to execute the responsibilities. One of the CSF permanent members will be the Member Secretary of CSN WG.
Meetings
The working group will sit at least three (3) times a year. A general meeting will be held each year.
Finance
Some of the core activities will be supported under Bangladesh Childhood Blindness Campaign. This is conditional and available for one year and subject to extension for three years with approval from ICEH. Some activities may be financed from other donors and membership fees. CSN members are also encouraged to contribute. For the purpose of CSN, CSF may maintain and operate a separate account.
Review
Network members and Working Group will review and amend as appropriate the objectives and activities after one year and present the same in the annual general meeting. This will be shared with ICEH for recommendation and approval.
Secretariat
At the start CSF will let its physical facilities to be used for CSN. It will be the temporary secretariat of CSN. Members may opt for alternative if situation arises and capability builds up.
Human Resources
A Network Coordinator will be appointed under the BCBC project.

Conclusion
We know that this is an ambitious task however believe that the outcome of the process far outweighs the sacrifice that will be involved, and the energies that will be necessary for the successful implementation of the recommendations of this TOR. We look forward to working with all stakeholders in combating childhood blindness.
